Case Study: Greater London Authority (GLA)

Client: Greater London Authority (GLA)
Location: Across 31 London Boroughs
Measure: Whole-House Retrofit (LAD & HUG Schemes)
Value: £3.5 million
Delivery Period: June 2022 – October 2023

Project Brief:

Contracted by Retrofitworks, IZ Energy delivered retrofit improvements under the LAD and HUG schemes on behalf of the GLA. The programme aimed to lower energy bills, cut carbon emissions, and improve the energy performance of homes across London. Our role included everything from lead handling and assessments to full project delivery and compliance.

Project Overview

Operating across 31 boroughs, the programme required a consistent delivery process for hundreds of homes, each with different eligibility, property type, and measure requirements. Leads were passed to us by Retrofitworks and supplemented with IZ Energy’s self-generated leads to maximise funding allocation.

Scope of Work:

  • Lead verification, retrofit assessments, and technical surveys
  • Customer engagement and agreement on proposed works
  • Funding applications and zero-value contract management
  • Installation of approved energy efficiency measures
  • Ongoing H&S audits and compliance checks
  • Reporting to GLA and Retrofitworks, broken down by borough
  • Final inspections, documentation, and resident handover

Challenges & Solutions:

Challenge: Borough-Wide Coordination
Managing delivery across 31 boroughs with varying council requirements and property types.
Solution: We implemented a structured mobilisation plan, worked closely with Retrofitworks, and used a borough-specific delivery approach to ensure smooth progress.
Challenge: Resident Communication & Access
Engaging with residents and managing access in high-density urban areas.
Solution: Our Resident Liaison Officers provided clear support and flexible scheduling, ensuring works were completed with minimal disruption.

Project Outcome:

All installations delivered to PAS 2035 and 2030 standards
SAP ratings improved from E to C on average
Estimated 1.6 tonnes of CO₂ saved per home per year
Average household energy bill savings of £460 annually

Benefits:

Through efficient collaboration and borough-specific delivery, IZ Energy helped the GLA meet its retrofit goals. The programme successfully reduced carbon emissions, supported low-income households, and improved housing stock across London – all delivered to the highest compliance and quality standards.
